 Charles S. Barker was hired to deepen the Duluth Superior Harbor. Â In 1892 - 1893 he was charged with illegally dumping dredged material. Â Legend states that he intentionally dumped material in front of then Superior's Mayor Martin Pattison home to spoil his view over a money dispute, the birth of Barker Island.
