1899 Duluth passed a curfew law for minors under the age of 16.  During the summer months they had to be  off of the streets by 9:30 PM and the winter months (roughly the school year) they had to be off the streets by 9:00 PM and under the supervision of a parent or guardian.  In May of 2009 Duluth passed a curfew that 16 year olds or younger had to be off the street by 11:00 PM and not on the street prior to 5:00 AM.
