February 1910 the Duluth News Tribune and the Duluth and Superior's Commercial Clubs held a contest to rename the two cities to a shorter catchier phrase.  The winner would get a 10 dollar gold piece.  The name 'Twin Ports' was the winner submitted by Judge A. J. Vinji of Superior.  Prior to this the two towns were always referred to as the 'Head  of the Lakes.' Zenith Web Site
